ECO fixing: Which is a must fix and which can be left out of max_transition, max_cap violations?

Max_tran is must fix.

Max_cap can be left; because your cell is good enough to drive other cells without violating max_tran of  each input though it violates max cap requirement.

Further explaination is required ???????


Fixing max_tran violations:

i) size_cell
ii) insert_buffer
         - should be ideally placed from the pin (not very closed to pin). i.e., mention the location
